Background
The demand for infrastructure in Albanian cities is growing rapidly . Hence, accessing sufficient funding in a timely manner is crucial
for the development of urban infrastructure. One innovative and increasingly accepted way of funding infrastructure needs is through
Land Value Capture instruments.
The goal of these instruments is the optimization of development processes on the outskirts of urban areas and the establishment of effective
mechanisms for capturing the resources generated by the value increase resulting from these processes (Galeano, 2000).
